To sync, you anyway need to start laptop. Initiate the sync from there, reversing Source/Target files. This is a temporary solution, I hope. Seems like it is a known issue with Outlook. You can try to install update from Microsoft: http://support.microsoft.com/?kbid=813517

OK, let's sort it out: At the end of the day when I'm done with Outlook, I want it to Sync the TARGET with the SOURCE, if I have delted anything from the TARGET I want it deleted on the SOURCE.
