There was no mentioning of the “Test Deletion – Outlook to Android” event in the log file. so cannot comment on that part of the question, unfortunately. The three events you mentioned in the second part were deleted before the synchronization took place according to the log file. Would you be able ...

Actually, that's not entirely true. If you run a 32-bit version of Office, you'd need to get the 32-bit version of Outlook-Android Sync, regardless of the fact that your Windows version might be a 64-bit one. For the 64-bit version of Office, you'd need to get the 64-bit version of OAS.

Most likely you cannot see the installation folder as it's hidden in the system and you need to enable the "Show hidden files" option in Explorer. But OAS doesn't need the path, it works with Outlook via MAPI (a proprietary special protocol), which works fine on our side for Outlook 2019. ...

Unfortunately, it is very difficult to say why it is so in this particular case. A re-installation of Outlook may help, though I am not sure if that's a viable way out for you.

mtruitt, please get the latest version, which is 3.1 at the moment. Will it make any difference?

jimglinsky, is Outlook 2016 installed on your PC? What's its edition (32 or 64-bit one)?
